Border Commanders Consulting Group,  LLC, founders have over 100 years of combined Federal law enforcement national security experience with a keen understanding of border dynamics and decades of field and national-level command experience.  We solved some of the most complex security challenges along the U.S - Mexico and U.S - Canada border applying an intelligence-driven, multi-layered, risk-based approach to secure 6,000 miles of land border and 2,000 miles of shoreline.

Robert L. Harris

Principal | Co-founder

Accomplished Senior Executive with extensive border security experience spanning 32+ years with the United States Border Patrol, U.S. Customs & Border Protection (CBP), and Department of Homeland Security (DHS).

Served as second in command of the entire USBP at the National level, and guided the transition of the USBP from legacy Immigration and Naturalization Service to CBP/DHS, and served as the principal operations officer concerning nationwide border security operations following the attacks of 9/11.

Selected by DHS Secretary Jeh Johnson to standup and direct the Joint Task Force – West, a new, overarching organization at the Departmental level in support of the DHS Southern Border and Approaches Campaign Plan with strategic oversight of the entire U.S./Mexico border.

Presidential Rank Award recipient (2015) and finalist (2013), the nation’s highest civil service award bestowed by the President upon a small group of career executives in the federal government.

Previously served as the regional Commander for CBP's South Texas Campaign with strategic oversight for approximately 10,000 CBP employees both at and between official ports of entry, including four USBP sectors.

Other key leadership positions held throughout the agency include Chief Patrol Agent – Laredo Sector and Spokane Sector; Associate Chief – Border Patrol Operations; and Chief of Intelligence Operations.

Paul A. Beeson

Principal | Co-founder

Paul A. Beeson is the former Director of the Department of Homeland Security’s Joint Task Force -West and now a Principal at Border Commanders Consulting Group. He brings over thirty years of experience as a Senior Executive in border and homeland security, logistics, strategic planning and implementation, risk management, program management, capture management and security systems and acquisition and deployment.

Mr. Beeson completed over 33 years of service in Customs and Border Protection and the U.S. Border Patrol. He served as a Senior Executive Service Chief Patrol Agent at three of the Nation's largest and busiest Border Patrol Sectors: Yuma, Arizona; San Diego, California; and Tucson, Arizona. In each location he led border security efforts to include infrastructure and technology acquisition and implementation, intelligence activities and coordinated operations. He was selected by the Secretary of Homeland Security to serve as the Director of the Department of Homeland Security's Joint Task Force - West, a multi-agency effort focused on combatting trans-national crime through the integration of several federal law enforcement agencies in a coordinated strategy to share intelligence, focus investigations and pursue interdictions of targeted criminal organizations.

Mr. Beeson holds a bachelor's degree in business studies from Dallas Baptist University. He is a graduate of the Senior Managers in Government program at Harvard University's Kennedy School of Government and of the International Association of Chiefs of Police Leadership in Police Organizations. He also completed the CAPSTONE program at the National Defense University.

John C. Esquivel

Principal | Co-founder

Mr. John C. Esquivel is a retired Chief Executive of the U.S. Border Patrol Sector in Laredo, Texas with over two decades of varied and extensive border security of experience. His in-depth experience gained while serving in key leadership positions along the border and at regional and headquarters offices in the world's premier border security organization makes Chief Esquivel a recognized expert in border security.

Mr. Esquivel was one of only 20 Chiefs in U.S. Customs and Border Protection responsible for preventing the illegal entry of persons and contraband between official ports of entry along the U.S. - Mexico, U.S. - Canada and U.S. Coastal borders. He was appointed as a subject-matter-expert to select teams comprised of U.S. - Mexico and U.S. - Canada executives that worked collaboratively to increase border security, open lines of communication, improve working relationships and intelligence sharing, and facilitate legitimate trade and travel. Mr. Esquivel established and chaired a delegation of Border Patrol Chiefs and Mexico Consuls General based along the U.S. - Mexico border to address and resolve immigration, customs, trade, transportation and other critical issues. He was also an active member of the Texas Border Sheriff's Coalition, Border Commanders group (U.S. Border Patrol, U.S. Department of Defense, U.S. State Department and the Secretariat of National Defense for Mexico's Army and Air Forces) and the Energy Security Council.

Mr. Esquivel and his strategic partners provide client-specific security solutions thorough top-down, bottom-up reviews and assessments of their existing security practices; identification of risks and vulnerabilities; and, development and implementation of physical and personnel security programs.

Marcos garcia

Principal | Co-founder

Mr. Marcos Garcia has over two decades experience working on US - Mexico border security issues and is a founding member of the Border Commanders Consulting Group.

Over the last decade, he has been a leader at the forefront of key, groundbreaking border security initiatives implemented by Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP). He served as a senior leader (Associate Chief) at U.S. Border Patrol Headquarters in Washington, DC., where he led the implementation and oversight of the Alliance to Combat Transnational Threats initiative, a whole-of-government, multi-agency enforcement operation targeting transnational criminal enterprises in Arizona.

Subsequently, he served as the Division Chief of Operations for the CBP Joint Field Command, a forward-thinking realignment and integration of CBP's border security, commercial enforcement, and trade facilitation missions in Arizona.

With his vast command experience, record of significant accomplishments coordinating and integrating Federal government resources, Mr. Garcia was appointed to serve as the Chief of Staff for DHS' Joint Task Force - West, a DHS initiative that integrated seven federal law enforcement agencies to focus its efforts in a coordinated strategy to share intelligence and pursue interdictions and investigations of transnational criminal organizations.
